FY 2000 Federal Budget


The Administration released its FY 2000 budget request on February 1, 1999, proposing to spend $78.2 billion for research and development. The highlight of the R&D budget request was the Information Technology for the Twenty-First Century (IT2) initiative, in which six federal research agencies planned to participate.

Congress must approve the budgets of the individual agencies before any of the funds can be spent. It does this through the appropriations process, which culminates in the passage of thirteen separate spending measures. Congress approved all FY 2000 appropriations bill by late November, 1999, about six weeks after the start of FY 2000 on October 1, 1999.
