Plenary talks were given by Ellis Horowitz and Gordon Davies. Prof. Davies gave an overview of the U.K. Open University, arguably the largest and most extensive distance education program in the world. Prof. Horowitz' talk was an overview of the state of distance education in the United States. He covered both degree granting programs as well as non-credit distance education offerings. Following the plenary session was a panel session. Talks were provided by Rick Adrion, Dan Reed and Anoop Gupta. A variety of strategic questions such as web-based vs. video, synchronous vs. asynchronous, degree-granting or certificate programs, IP ownership, and others were considered.
